Current Activities

On January 14, 2006, Governor Kaine issued Executive Order 2, Community Integration for Virginians with Disabilities. The new executive order creates and Implementation Team, Oversight Advisory Board, and Director of Community Integration. The Team, with the advice of the Board, is directe to develop a comprehensive, cross-governmental strategic plan for continued community integration. Executive Order 2

Implementation Team

The 2006 Implementation Team includes representatives of 21 state agencies and four Secretariats, with the additions this year of the Department of Veterans' Services, the Statewide Independent Living Council, and the Virginia Community College System. In addition to developing a comprehensive, cross-governmental strategic plan, the Team will also focus on potential budget and legislative proposals that would support the plan's implementation.

Oversight Advisory Board

The Oversight Advisory Board under Executive Order 2 consisted of a majority membership of people with disabilities, and this year included dedicated slots for residents of a nursing facility, a state mental health facility, and a state mental retardation training center. You can view minutes from the Board's 2006 meetings below. The Board was replaced effective July 1 with the Community Integration Advisory Commission; see below.

Community Integration Advisory Commission Established

Governor Kaine and the General Assembly worked together to establish a Community Integration Advisory Commission in the Code of Virginia for three years beginning July 1, 2006. The Commission takes the place of the current Executive Order 2 Oversight Advisory Board. Appointments to the Commission are divided among the Governor, the Speaker of the House, and the Senate Rules Committee, and will be announced soon. The Commission's meeting schedule will be available on this website.

2006 Implementation Status Report

The Implementation Team submitted its Third Annual Report to the Oversight Advisory Board on July 18. This report summarizes development of the Cross-Governmental Community Integration Strategic Plan and other Team activities, and gives a comprehensive statewide summary of community integration initiatives, accomplishments and continuing challenges.

Strategic Planning

The Implementation Team and Oversight Advisory Board adopted the final draft of the comprehensive, cross-governmental strategic plan to ensure continued community integration of Virginians with disabilities at their June 20 joint meeting. Download the plan in word format.
