- Service Description and Eligibility Requirements, If Any: VDDHH coordinates interpreter services for state agencies and Virginia Courts. Requestor must provide billing information. Direct requests from consumers are referred to the serving agency. The agency also maintains a Directory of Qualified Interpreters for use by agencies and individuals who wish to coordinate their own services.

- Service Description and Eligibility Requirements, If Any: Provides telecommunications equipment for individuals who are certified as deaf, hard of hearing, deafblind, or speech-disabled.
- Service Preauthorization Required: Yes - Application form must be completed and approved by agency before equipment can be ordered. Residency required and income guidelines determine amount of consumer participation.
- Target Population/s: Deaf, hard of hearing, deafblind, and speech impaired consumers.
- Method of Administration: State - DDHH
- General Availability of the Service Across the Commonwealth (e.g., statewide, only available in certain localities) Statewide

DEPARTMENT FOR THE DEAF AND HARD OF HEARING
- Name of Service/Program/Initiative: Virginia Relay
- Service Description and Eligibility Requirements, If Any: This service allows individuals who are deaf or hard of hearing and who use a TTY for telephone communication to contact individuals who do not have a TTY. Also includes Speech-to-Speech Relay for persons with speech impairments. At least one party of the call must be a citizen of the Commonwealth of Virginia.
- Service Preauthorization Required: No
- Target Population/s: Persons who are deaf, hard of hearing, deafblind or speech-impaired as well as non-disabled persons and businesses.
- Method of Administration: State - DDHH
- General Availability of the Service Across the Commonwealth (e.g., statewide, only available in certain localities): Statewide
- Number of Persons Served Annually (Provide and indicate most recent year available): Because all calls are considered confidential, records of initiating and terminating numbers are maintained only for long distance billing purposes. Neither VDDHH nor AT&T have an unduplicated number of persons served; however, over 1.5 million calls are completed by Virginia Relay annually.
- Annual Service Cost/Allocation (Provide and indicate the most recent year available): VDDHH allocates $123,000 annually for administrative costs associated with the service. The State Corporation Commission allocates approximately $8,600,000 annually for the cost of the associated contract with AT & T.

- Service Description and Eligibility Requirements, If Any: VDDHH contracts with local Outreach Service Providers across the state to provide training and technical assistance on a variety of topics related to persons who are deaf or hard of hearing. Training and consultation is available for persons who are deaf or hard of hearing, their families and the professionals who serve them.

- Target Population/s: Persons who are deaf, hard of hearing, deafblind or speech-impaired, their families and the professionals who serve them.
- Method of Administration: State -- DDHH
- General Availability of the Service Across the Commonwealth (e.g., statewide, only available in certain localities): Statewide
- Number of Persons Served Annually (Provide and indicate most recent year
available): During FY 2001, 91,814 contacts were made through the statewide Outreach Program. For FY 2002, this amount is predicted to increase by approximately 10%. - Annual Service Cost/Allocation (Provide and indicate the most recent year available): For FY 2002, total expenditures for the Outreach Program were $578,891.00.
