  2. Service Description and Eligibility Requirements, If Any: Provides indigent, incapacitated adults with a responsible party to make decisions when they are not able. The program restrictions are adults (18 and older) who are indigent, determined to be incapacitated by a Circuit Court, and have no suitable person willing or able to serve as guardian.
